I rarely leave reviews, but my experience with Poplar HARCA has been so consistently poor that I feel compelled to warn others.

As a leaseholder, I have seen service charges increase significantly year after year with little to no transparency or justification. Requests for clear breakdowns are met with vague responses or simply ignored. It feels like leaseholders are treated as a revenue stream rather than residents.

At the same time, the condition of the building continues to deteriorate. There are ongoing disrepair issues that take months (or longer) to address, if they are addressed at all. Communication is extremely poor—you are often left chasing for updates with no meaningful response. This aligns with other complaints about delays and poor handling of repairs and communication.

The most frustrating part is the complete disconnect between the charges being demanded and the service actually delivered. Paying substantial service charges while living in a poorly maintained building is unacceptable.

If you are considering buying a leasehold property managed by this organisation, I would strongly advise you to think very carefully. Once you are in, you have very little control and a constant uphill battle to get even basic issues resolved.

Terrible customer service, impossible to get any help. Had no hot water for 3 months. They kept telling me they were going to replace my boiler, but I had to call them so many times for a response. My last phone call with them lasted an hour, as they moved me from one department to another. Never can get a straight answer from them, its always I don't deal with this, you have to speak to someone else... hold... I don't deal with this, you have to speak to someone else... hold... you get the picture....

Poplar harca cleaner MiraBella always does an amazing job every time she cleans she takes her time and does everything our windows the staircase handles haven’t been cleaned in years and every time she comes she gets every corner and truly does her job beyond amazing EVERY other cleaner does not do their job they just sweep and run off and send complains to make it seem it like they’ve done their job and I’ve watched a lot of cleaners being sent none compare to Mira Bella

Incompetent, lack responsibility and fraudulent, Poplar Harca are a joke. They spend their time trying to avoid doing anything that costs them money, time or effort. Repairs and maintenance are ignored, ASB cases go unpunished leaving the victims mentally and economically scarred and their financial reporting highlights that all they are interested in is taking money from residents.

God love you if you are a leaseholder in a mixed (leaseholders and social housing) building as your investment is going down the toilet. They show no accountability, responsibility or care for anyone.

Shameful and disgraceful

Poplar Harca own and manage quite a few properties in our block in E14. They do very little to look after their tenants and are causing severe harm to other leaseholders by not doing anything in their power to challenge Rendall & Rittner - the property management company who has increased our service charge by 46% in 1 year. They are incompetent, negligent and severely impacting the mental health of other leaseholders in the building. I hope they get in touch with other leaseholders in Shepherd Court and work together to change Rendall & Rittner

If incompetence was a skill Poplar Harca would win hands down.
Clueless repair department that have no idea what is going on and even less idea on how to resolve the situation.
Unavailable housing team which never answer the phone and voicemail box that is always full, I’m not sure what the point of them is. They have never responded to any queries

Apparently harca is having trouble update housing benefit onto rent accounts, have been told they are working on it so should be updated soon.

I’ve lived in one of Harca’s (expensive!) blocks as a commercial tenant for a couple of years now and would warn against it. Please do consider the management company before you move in to rent (or worse, buy) a London flat. I did not think it could be that impactful, but Harca has made a huge, negative difference to our ability to live, work or relax at our own home. Many of our neighbours in both commercial and social housing find the same. Harca’s operations are especially harsh on anyone who needs to work from home (most people these days!) work shifts, or just need peace inside their home for basic health and wellbeing.

Poplar Harca is a disastrous amalgam of commercial and social – so they charge high commercial fees to tenants, while acting in the lazy, self-serving and evasive style they seem to think is OK for people in social housing. (It’s not OK anywhere! And sadly there are 2 or 3 awful outfits like Harca which seem to thrive in London). Harca will invest time on performative ‘help’, evading phonecalls, gaslighting, judging – and no action. Major, long-term, non-emergency building works happen at a few days’ notice to residents. Severe on-site anti-social behaviour is not dealt with. Residents’ reports and complaints ultimately ignored (possibly after months of wasted, stressful time and effort by the residents!)

I would guess because of the funding structure, residents don’t even figure in Harca’s value chain, let alone be a priority.

All this obviously makes living in any development managed by Harca a potentially very stressful, disrupted and expensive experience. As it has for us. What a lesson learnt!

Instead, Harca funds seem to be invested in nice café spaces labeled for ‘the community’ – which doesn’t sit brilliantly if you’re still a Harca resident unable to work or rest in your own home.

Harca, like its compatriots, should be dissolved and replaced with either an ethical, or at least efficient commercial, management outfit which understands that residents’ living standards are part of their responsibility.

We'll be moving out as soon as lease and finances allow, but it's not easy. Please don't get burned like we have.

Poplar Harca are a corrupt Housing Association whose staff spend money on themselves instead of spending it on repairs.

Why would anyone trust a company with such a high, 63%, of unresolved complaints with investments of hundreds of millions of pounds.

Where is all this money going if nothing is being repaired? or improved or cleaned On their corrupt staffs private dining and drinking do’s

Terrible company. Lie about everything. Don't be fooled by the false 5 star reviews. Poplar Harca are known throughout Tower Hamlets as the worst landlord. They are despised, hated, Don't use them, you will regret it. Lie to tenants, massive disrepair and if you complain you'll be ignored or accused of harassing them very advantageous pigs!

ALL of the 1950’s flats they got FREE given to the poorest to bleed and fraudulent PPL on benefits who go on to sublet their homes 100% leaving a spare cupboard full of kids items to fool HARCA 😁 filthy rotten disrepair dirty filthy estates run by harca with substandard repairs or no repairs your ignored for the old estates but millions spent on gentrification of certain area’s, their new build which they fool you to become shared ownership or leaseholder 😁 for what

ORION they employ workers who ALSO complain about “other properties” other tenants leaving food around the kitchen they gossip conditions about other flats to other tenants!

Local people are rude and lack morals as do harca worst low level staff who victimise you their asb team are rotten vindictive delusional rats ignore your cries for help re your own asb situation, then threaten you with court contradicting themselves… innocent people who don’t know the area are victimised and discriminated against.

HARCA NEW Riverside apartments ousting out and gentrification… locals living in alberfieldy know that very well while harca getting millions from rent and housing benefit opening cafes for them instead of investing in current **old stock housing estate’s falling apart look at bow every one substandard charging £190+’rent a week for dirty filthy asb flats rat infested, leaking, black mould, damp, cold, drugs rife communal doors broken into by drug dealers and homeless sleeping inside their blocks even the bins outside are raided over filled rubbish bins for four months at a time
Tenants are mentally ill stay away for your children’s sake living under HARCA results in having your *children taken away either by neighbour’s causing you severe distress and fear or HARCA staff their shambolic ASB team reporting on you directly to children services,

Lansbury west is the worst area in the borough ALL Their estate’s around bow / poplar are used to house sick homeless crack cocaine users to burglars the lighting is never fixed how can you allow pitch black stairwells,

HARCA Patrol car is a joke two men who chat petty gossip to the loyalists while vaping themselves and HARCA gets funding for these clowns..who munch on take away

Bidding to get housed under Harca is a big mistake ! you will find dirty disputes, rats fighting households, racism stabbing wars between neighbours dumping rubbish you will be badly impacted under HARCA they spy on you using other vindictive long-standing neighbours

Repairs do not get done at all imagine tell you they won’t cover the costs of repairs but they chuck leaflets to get a property MOT 😂 they have abandoned the old estates completely Steve Stride Andrea Barker their Board Panel upper class looking down on the poorest

I have no court hearing he said I have. His absolute nut case. Doesn't know how to do his job. I'm very upset with poplar harca when the case with police is ongoing and he made a decision as if I'm the one in wrong not fair at all. Should have waited untill the police make a decision. I live in this building and it is absolutely terrifying. Graffiti all over the walls, staircase floor EVERYWHERE. Druggies jump into the large bins outside the building to look for valuable information but all they do is take the piss out of themselves. They lay down near the entrance and its absolutely horrendous! They lay down sunbathing in winter??? I have pictures for evidence aswell its absolutely nasty! I cant even go near the intercom because theres piss everywhere near it because they also take their large filthy dogs to lay down with them as well. They break the front door and raid the building they trade drugs on the stairs for everyone to see they piss everywhere in the left when I go there I feel like I want to collapse its really bad they raid the whole building and next they I bet they will break the whole building down from my point of view!

Poplar harca are a waste of time they do help disabled people in there flats all they do is try save money doing bog jobs and they don't want to do nothing they left me with no working toilt for a week my kitchen is fall apart after living at flat for 15 years mould in bathroom and kitchen broken back door that let cold in i have lung problems I had to get a solicitor deal with people they do nothing for you and as for there TSM score report got to be a joke because most people on this site score poplar harca 1 and people would score 0 if they could and as for there team on street help people you cant get them on the phone or email or at office because it not open

Harca were good at first but since alot of the old staff have moved on. its like nothing is done or if it is not properly or say u don't need this or that . I had a flood 2 years ago phoned he said try turn of water boiler I dont know about them things. I told him I cant turn it of ,ok I will send some one.nearly Hour an half later guy turned up .he said I wasn't told it was this bad,water in kitchen hallway went through to my frontroom carpet .my hallway wallpaper came of the water was boiling hot. I used so many things to try stop water I was drenched .lucky the workmen helped alot with machine to get up most of water but my carpet was wet cupboards wet inside as well as out. They brought me up a machine it should get rid of the water dry it up. Really that was it .only called me back 4 weeks later we need the machine. OK it was the washing machine pipe that snapped of . But u left me all that time before u sent some one.knowing the situation an the stress I was in. The guy I spoke to didn't care at all. If it wasn't for the actual workmen that come an helped the whole house would have been flooded. I don't know where they get these so called bosses from
but they r crap .I asked for my door to be replaced and my frame work didn't feel safe .well they put a bit of wood at bottom of door an said door was fine .I don't feel safe locks r useless .I was told put curtain across my front door to keep warm.piss takers .never heard from them again. Oh sorry phoned me to say we will paint the bit of wood . I didn't even reply .also u told me to move my sofa from outside my door fire Hazzard I did move it, But when people r hanging clothes along balcony near front they don't get told nothing .it's still a fire Hazzard as the man told me some one can set fire to sofa .yeah they can set fire to clothes to. I moved sofa ,But nothing as been done about .them still hanging clothes outside there front door. Workmen done a job out on guttering or roof left a mess every where even nails found on floor .what if a young child picked them up or put them in there mouth . Care taker crap I could do better job.dont do stairs properly never seen him clean bins room out. Always chatting .today I walked the caretakers store room he was in there chatting.not working. We have had 6 or more care takers in 14 years an only one was brilliant. The rest useless. I have health problems need walk in shower ,but is it worth me asking coz they don't want to pay for nothing. Who hires the workers, who is in charge of cleaners. Who runs harca ,they need to fix up an look after there residents. It used to be so nice an clean now its a dump . There doing pavements by the shop,when there r so many pavements around the estate that need doing ,could cause accidents. Anyway I'm done for now. They don’t even deserve 1 star but that’s the minimum they don’t care about tenants send them emails make complaints nothing will happen the most ignorant HA I have seen they should be fined heavily for their poor service or the staff should be removed the way they are dealing with customers are like a third world country

Hello - I am rudely awakened by my neighbour above . Poplar Harca say this is not considered noise nuisance and will not investigate undef their policy which to me is a set of rules that can be made up to suit.

As a result of this my sleep pattern is affected. They are up from 3:25 until 5:30 pm moving around in the kitchen . This has been going on for some time .

When this happens it is still dark outside which means the outside activity noise levels are not matching the inside therefore the noise would be excessive, therefore antisocial behaviour.

That is my opinion. As I am still in my bed at that time and still dark it is also considered as antisocial behaviour.

I appreciate some one may be getting up occasionally but to moving stuff around, banging doors etc is not deemed as acceptable in my mind.

I am disappointed with my housing association Poplar Harca for failing their duty of care and help they have failed to give.

As this is a maisonette not a house other people have to be considerate at these times but it seems my neighbours don't think so. What makes it worse the lack of care from the housing association.

I expect other people have similar issues and I do have empathy. I have sent a complaint to the housing association but they just don't care.

That is all I have to say on the matter.

Time and time again Poplar Harca fail in addressing repairs. PH always respond with a pathetic letter of excuse to residents, the contents of which seek only to exonerate PH‘s failings. Elmslie Point is 19 storeys high. We have no lifts in operation. This is the 4th day. My neighbour had a severe asthma attack in the stairwell; an ambulance was called and she spent the night in hospital.The result is disruption of peoples‘ lives. The patient in hospital cannot look after her children, her husband cannot work. I meet elderly people climbing up the stairs looking exhausted. Lift engineers stroll along, have a look at lifts, conclude invariably that there is a missing part, stroll off leisurely and them do nothing. Meanwhile residents struggle to negotiate flights of stairs with shopping, pushchairs, prams and small children. Elderly, frail or unwell residents suffer. No deliveries of any sort can take place. An unsigned letter arrives informing us that they are investigating theft and/or vandalism. Pathetic. The only thing PH should investigate is their own apathy, indifference, terrible management. The letter ends by telling us that we should not hesitate to contact Mr R. Brown if we have any queries. No contact details, just a name.

Appalling lack of competence right from upper management down to regional representatives. The epitome of mismanagement mixed with lack of care.

Save yourself a headache, costly tribunal, court round and try to rent/buy elsewhere.
