An honest review of CPS

We moved out in July 2023 but Trustpilot does not accept reviews from over a year. Please excuse the slight error in date. We have taken over a year to collect our thoughts about CPS, and now that we have experience with other Cardiff estate agents, we wanted to post our review. Our experience with CPS had many issues.
They did not tell us about the incredibly loud construction work next door that caused our wall to shake, and claimed to have never been notified. However, in discussions with the contractors and landlords next door, we discovered that all parties had in fact been notified and granted the proper permissions. Either the chain of information at CPS is that poor, or they’d simply lied to us about the matter.
Any minor damage was immediately assumed to be entirely our fault, and seized upon as an excuse to retain our deposit. They wanted to charge us to send a contractor to put a new mattress cover on the bed, even though we had discussed the matter beforehand and provided a brand new one when we moved out. When we questioned their logic, they immediately dropped the issue, which we think shows they knew it was nonsense to begin with. We only seemed to be notified about property viewings the legally minimum time beforehand.

CPS is a dominant agency for Cardiff students, but based on our experience we cannot recommend renting from them.

Following the reply from CPS I am adding an edit in:
There was a contractor drilling into our wall next door and causing picture frames to fall off. We know the landlord was aware of it and omitted this information, as the landlord was the one who recommended the building works. When we contacted CPS about the noise, they pretended they didn't know.
The landlord on our contract was also a member of staff at CPS, so they must have known about the building works. Although we have since learned that the landlord could potentially be the owner of CPS instead, as our tenancy agreement shows the landlord as a company, which when searched on gov.uk, shows the owner of CPS homes as the director. So every time CPS communicated to us with 'we are not your landlord, we are just an estate agent', they lied. As the director of CPS was also our landlord.
The funny thing about requesting some of our deposit, was that initially after we moved out, our inspection said everything was perfect and we would receive our deposit back. We emailed back many times to confirm this before signing the agreement, as we had heard that CPS tried to take deposits from other tenants and we wanted written confirmation before agreeing (watch 'Joe Lycett's Got Your Back'). 2 weeks after moving out and other tenants having lived there in that time, did we receive an email back saying 'we would have loved to give you your deposit back but unfortunately we can't', for 'stains on a mattress' that did not exist. They wanted £50 from our deposit to purchase a mattress protector for the stains, which also does not make any sense. When we challenged them on this, they decided that actually, they did not need the money anymore. It is clear they will try and take money from anyone's deposit if they can.
We also experienced at least one instance of not being given 24 hours notice of a viewing, and furthermore being told of a viewing and then not being notified when it was cancelled. Instead we heard nothing from CPS, and they just did not show up.
Finally, the flat we lived in was poorly refitted. Every time we used the washing machine, the entire flat shook. There was no window in the bathroom, nor was the ventilation strong enough, often resulting in mould, no matter how much drying or wiping we did in the bathroom.
I cannot in good faith recommend CPS to be anyone else's lettings agent.

Hi JL,

We’re sorry you’ve had a less than positive experience. Due to a lack of information & detail provided, we cannot locate you on our database, so to verify & learn more about your experience, we’d appreciate it if you could provide us with more information in response to the private Trustpilot message we’ve sent you.

Speaking broadly until we know more, if we’re aware of any construction work to be completed that will affect enjoyment, we’ll always inform incoming/current occupants. However, there’s a big difference between obtaining planning permission as you’ve stated in your review, and then carrying out the work that the permission allows. It’s not unusual for work to start years after planning permission is granted, or possibly never at all. As such, whilst Cardiff Council will notify neighbouring properties of an application for planning permission, this does not state when – if ever – the work will begin. Additionally, the Council will inform the occupants of the neighbouring properties, not the managing agent, so there’s a good chance we at CPS Homes weren’t aware of the planning application &/or the work being carried out. Without knowing the property you occupied, it’s impossible to ascertain.

Occupation contracts are between contract-holder(s) & landlord. So if there are ever any proposed deposit deductions to claim for, it’s the landlord who chooses to submit this claim. We’d much prefer not to have to make a claim from a deposit. We don't profit in any way from said deductions, and it's far quicker & easier to return a deposit in full.

Our contract with the landlord stipulates that we’ll document the condition of the property at the end of the tenancy (as we also do at the beginning of each tenancy), then provide this report to them for their assessment, as – again – being the owner of the property, they’re the decision maker. Within the report, we highlight items that we believe are a result of wear & tear, therefore the responsibility of the landlord to make good before any new contract-holders arrive. We also highlight any items we believe to be over & beyond fair wear & tear, which – if substantially different to the condition at the start of the tenancy – they may wish to claim from the deposit for. Once the landlord has decided how they wish to proceed, we add comments to the inspection report & send it over to the contract-holder(s) for their perusal. We invite contract-holders to comment on anything noted as being over & beyond fair wear & tear. This demonstrates a transparent, two-way process that is geared towards avoiding any potential deposit dispute. When contract-holders provide their comments, as we always encourage them to do, we revert back to the landlord & attempt to negotiate the deposit return of behalf of both.

It's not uncommon for there to be a dispute after moving out. Quite rightly, contract-holders wish to receive as much of their deposit back as possible, whereas landlords would like to be compensated for any dilapidation they believe is not a result of wear & tear. So, by virtue of their own standpoints, deposit claims are a contentious matter. Thankfully, the process described earlier in this reply successfully resolves most potential deposit disputes before they become protracted, which we think is something that should be commended.

As with any deposit return, if a contract-holder feels a landlord's claim is not justified & a mutual agreement cannot be reached, the deposit scheme that protects the deposit can appoint an unbiased, impartial adjudicator to consider all evidence & make a ruling. We're pleased to say most deposits CPS Homes return are done so with mutual agreement between landlord & contract-holder, meaning only a small minority require independent adjudication.

We aim to give as much notice as possible of viewings – at least 24 hours’ notice, but often more. There is no legal minimum period of notice for viewings: this is a contractual matter.

Extremely poor company

Extremely poor company - they have been featured on a bbc documentary in the past!

Constant harassment from staff when told viewings are not suitable as a tenant. They also act as a middleman to inform landlords of tenants actions when they are only managing sales and not actually managing a property!

Resposta da CPS Homes

Hi J,

Thank you for your review. We’re sorry that you’ve had a less than positive experience with CPS Homes, though we’d like to know about you and the property you live in so we can look closer into our dealings with you, in order to verify what you have said. We have approached you via Trustpilot’s private messaging platform for this information, but until we receive it, we will respond based on what we believe to be correct.

From your comments, it sounds as if you are a contract-holder in a property we are currently marketing for sale on behalf of your landlord (the owner). If this is correct, we would have approached you with proposed viewing dates/times. Where an occupier isn’t able to accommodate the viewings on the date(s) or time(s) provided, we’re happy to work with you to find a suitable, mutual alternative. Your contract is likely to state that your landlord or somebody on their behalf is able to enter the property for the purpose of a viewing provided the stated level of notice has been provided, so we and your landlord are not doing anything legally or contractually incorrect by attempting to arrange viewings. We trust that a date/time we propose soon will be convenient for you.

In response to your final comment, we are obliged to provide feedback to the owner of the property based on our findings whilst visiting a property, which would include tenant actions/inactions.

Kind regards,

The CPS Homes Team.

Professional service, unlike previous agent.

The comparison between CPS and the previous agent has been marked. Tiffany at CPS, updated us on each step of the sale process and offered informed opinion when asked. I highly recommend CPS for local knowledge and highly competent staff. My only regret was not engaging them sooner.

TAKING THIS PLATFORM TO EXPRESS.......

In search for a property to rent i came across the property which is managed by the CPS homes. Even if it doesn't meet my requirements I have been to viewing because a suggestion from the staff . After the viewing I liked the property and I would like to rent it. As it is a student property they asked me for a UK home guarantor, I couldn't able to provide one as i am a overseas student. Meanwhile the rent has gone down from £750 to £700 and I requested the CPS homes that... I'm willing to pay £750 As I couldn't able to get a guarantor, I would like to pay my rent quarterly with 2 months of holding deposit where they said no. And again I requested them I would like to pay 6 months of rent upfront and 2 months of holding deposit and still the answer is a no. And i finally dared myself and pitched them a perfect deal of paying all 12 months of contract rent of £750pcm Before moving in with the 2 months of holding deposit guess what it's still a no. All through this process only thing they say is.. we will discuss with the landlord and get back to you. And even the answer is going to be a no i then thought of renting a guarantor from online company. All my doors were closed I ran out of options. And finally I got a cousin I don't even know 😂 as per my parents request he became my guarantor for the property. Writing this whole thing is for making you know that, you should indicate it the details as such this property needs a guarantor, or only for UK students where it would be easy for them to get a guarantor. I only knew about the guarantor thing when I tried to pay for the holding deposit. In circumstances like these you should understand that it will be very difficult for a overseas student to get a guarantor. I know it only depends up on the landlord. You failed to cut the deal somehow without a guarantor.
And finally I got the guarantor done with the paperwork and holding deposit and everything. And by all this i would have known that only the answer they could say is a NO. But, i requested them very generously to collect the property keys 2 days before my move in date which will be on Monday where I will be busy with my part-time and studies. I could request them a day before but they will be closed on Sunday. The answer i got is if you're interested to collect the keys on Saturday you should be paying those 2 months of rent as well. Through out all this process i have got a bad impression on CPS HOMES and I'm taking this platform to express my situation and feelings. But the staff has been very helpful by the quick responses and I can understand it's not in their hands to make any decisions. Editing this mail to let you know I haven't mentioned in any mail that I have a UK guarantor in any mail before knowing it from you.
Thank you.

Hi Siva,

Thank you for your review. Having investigated your comments, we would like to point to some inaccuracies with the comments you have made.

You are correct in stating that if a student wishes to rent a property advertised by CPS Homes, we ask – on behalf of the landlord – for a UK-based, homeowner guarantor. If this isn’t possible – which we know may be the case for foreign students – there are alternative options we can explore with the landlord, such as paying rent in advance. We didn’t have to explore these alternative options on this occasion because, prior to choosing to take the property, you informed us via e-mail “I'm happy with the property and I would like to move into the property. And I also have UK house own guarantor. I would like to pay the holding deposit for the property today”. You were therefore aware of the guarantor requirement prior to choose to take the property and parting with any money.

After paying the holding deposit, you informed us that the person you had in mind to be your guarantor was not prepared to act for you. You did offer to pay rent in advance instead, which we tried to have the landlord agreed to, but she wished to stick to the original agreement, which is that you would provide a UK-based, homeowner guarantor. This is her prerogative, and it should be born in mind that a guarantor acts not only as surety for payment of rent, but also for any damages within the property. Payment of rent in advance gives the landlord no surety over any possible issues with the condition of the property, so it is not a direct replacement for a guarantor.

You offered an online guarantor which would see a company act as your guarantor, but they were not prepared to meet the terms of our guarantor agreement, so this option wasn’t viable. You did eventually find somebody else to be your guarantor and the let proceeded as originally intended, which we were pleased to facilitate.

The property was marketed with a move-in date of Monday 1st July. Deep into the signing process, you asked if you could collect the keys on Saturday 29th June instead. We informed you that we would ask the landlord if this is possible, and if she agreed, you would need to pay rent for the 29th and 30th June (two extra days, not months as you’ve stated) as collecting the keys early would give you full access to the property. You and the landlord agreed to this, which we were again pleased to facilitate on your behalf.

In summary, we feel we have been very transparent throughout and have successfully negotiated with the landlord on your behalf to achieve the outcome you wanted.

We wish you well during your upcoming tenancy.

All the best,

The CPS Homes Team.
