I am paying double the amount of insurance, due to Surex in-house policy that doesn't consider MTO certified Abstract and CVOR. Even tough it is clearly stated and approved.Surex will not owner my clean driving history.

Hi Benson - we don't have any in-house policies that govern how driving history is calculated, those rules belong to the insurers we partner with. While a few of our partners will honour some history from outside Canada or the US, most will only consider Canadian or American experience.
